The idea that an illegally obtained TIN bolsters an illegal immigrant’s rights is also absurd.
For childless illegals, it’s a whole other story. They should only be allowed citizenship in strange & unusual situations, like a WWII prisoner who was never sent back, and remained here secretly for over five years, living honestly otherwise.
Oh, and “settled law” is what power-grabbing elites use to fend off We the People.
Social Security numbers for 29 year old children of technically illegal and law-abiding immigrants who’ve been here 30 years would be fine. These exceptions don’t shake the rule that applies to the vast majority of cheaters.
The Left loves to parse law down to the jot & tittle, leaving no room for what the Founders deemed common sense; they act as if every freedom & right has to be listed, to be recognized.
The Supreme Court isn’t the hallmark of our law & order; an Act of Congress overrides the Court.
What you are proposing would be a huge win compared to what we currently have --- and maybe good enough for practical purposes. Interestingly, Alan Dershowitz thinks we need a constitutional amendment to end birthright citizenship, but Mark Levin does not.
With heart and soul i do feel terrible for children that have to suffer for their parents bad decisions. We have our own citizens who have made choices that put their children at risk and in government care way to often. Heartbreaking. I think we need to get rid of the incentive to come here illegally to have a child. It's a terrible way to begin life, with immediately being born to criminals. Then when parents are caught do we separate the family or dilute our law into nothing? Too much gray area. We want to welcome immigrants, legal immigrants. We want the process more streamlined, but until it is, those that want to come here will just have to wait and be patient and write letters and make calls and prove they are the citizens we want to support and bring in.

This suggested "carve out" seems like the court legislating rather than strictly interpreting. I'm skeptical that they would rule in this manner.
